PlainsCapital BankPlainsCapital Bank has added two executives to its Harlingen banking group in bolstering commercial loan and business development services for a growing market.

Charles Hervey is the banking group’s senior vice president, commercial loan officer, and Scott Allex serves as vice president, business development officer. The hires mark an expansion of PlainsCapital operations in the Harlingen market. The bank company’s regional leadership cited the experience of the two executives in being able to provide retail and commercial banking services in Harlingen.

“Expanding the Harlingen banking group marks an exciting time for PlainsCapital,” said Raul Villanueva, the president of the bank’s lower Rio Grande Valley group. “Charles and Scott will help the Bank continue building and fostering solid relationships that have been key to serving our community well.”

PlainsCapital BankThe PlainsCapital regional headquarters is located in McAllen. In all, there are 12 full-service PlainsCapital banking locations in the Valley. The bank company’s roots are in Lubbock, when a group of investors acquired Plains National Bank in 1988. From that purchase, the banking company would grow to become one of the five largest banks in Texas. It includes more than 60 locations across the state.

PlainsCapital entered the Valley, Corpus Christi and Houston markets in 2014 with an FDIC-assisted purchase of the Edinburg-based First National Bank of Edinburg. The acquisition of the failed banking company increased the footprint of PlainsCapital across South Texas. Over the last eight years, has integrated its many new customers into a strong and stable financial platform.

PlainsCapital has continued to upgrade its banking operations with hires such as adding Hervey and Allex in Harlingen. 

“They bring considerable experience and know what’s important to South Texas residents and business owners,” said Robert Norman, the PlainsCapital regional chairman for Valley operations.

Hervey was formerly the senior vice president and Harlingen area president for Rio Bank. He has more than 25 years of banking experience. Hervey has been active as a board member for various organizations. These include the Harlingen Industrial Foundation, the San Benito Chamber of Commerce and the Texas State Technical College Foundation. Allex has 26 years of financial services experience and has worked at multiple wealth management firms. He has served on the board of directors for the Harlingen Area Chamber of Commerce and the Harlingen Economic Development Corporation.

Hervey and Allex are graduates of Texas A&M University at College Station.

Ricardo D. Cavazos is a Rio Grande Valley native and journalist who has worked as a reporter, editor and publisher at Texas newspapers. Cavazos formerly worked as a reporter and editorial writer at The Brownsville Herald, Dallas Times Herald, Corpus Christi Caller-Times and San Antonio Light. He served as editor of The Monitor in McAllen from 1991-1998 and from there served for 15 years as publisher at The Herald in Brownsville. Cavazos has been providing content for the Valley Business Report since 2018.
