Texas Governor Greg Abbott has appointed McAllen City Manager Roel “Roy” Rodriguez to the Texas Municipal Retirement System Board of Trustees for a term to expire on Feb. 1, 2029. The board oversees the Texas Municipal Retirement System, which is responsible for providing a secure retirement benefit plan for eligible employees of more than 800 Texas cities.

Rodriguez is a former gubernatorial appointee to the Texas Municipal Retirement System Board of Trustees, where he twice held the position of chairman between 2005 and 2018.

“I am proud to serve in this role where I can help municipal employees across Texas retire with a sound benefits plan after their years of public service in their communities,” said Rodriguez. “TMRS is sound because of the incredible staff of this outstanding pension plan which has been one of the best in the United States.”

Rodriguez is a member of the Texas City Managers Association, where last year, he was recognized with the Lifetime Achievement Award and he was instrumental in the City of McAllen City Commission being awarded the Texas City Council of the Year in 2021. He was also selected as the City Administrator of the Year in 2017 by TCMA. He currently serves as the Region 10 president of TCMA, as well.

Rodriguez is a member of the American Society of Civil Engineers, Rio Grande Valley Metropolitan Planning Organization and South Texas College Public Administration Advisory Council. He is also a former director of the Rio Grande Water Committee as well as the Lower Rio Grande River Water Authority.

Rodriguez received a Bachelor of Science in Civil Engineering from Texas A&I University and Master of Public Administration from The University of Texas Pan American.
